Classification of Used Oil

The following is an abbreviated version of the Notice, Ref. 9/3/48 dated 29 September from Kim Comben, Chief Advisor of Dangerous goods, Department of Labour:

Unless otherwise proven by an acceptable Flash Point test, used oil is to be considered Class 3(a) for transportation, storage and use.

It shall therefore be transported by 3(a) spec tankwagons only. Storage shall comply with the tank construction and isolation distance requirements for 3(a) and use in burners shall be restricted to approved disposal incinerators only. [See Reg. 116(3)].


Under the Transport Act, NZS 5433:1988 Amendment No. 3, the correct classification is:

  • (Proper Shipping Name) - "Waste Petroleum Products N.O.S."
  • Class 3
  • PG III (or II)
  • The Flash Point (if known) should also be stated on the Dangerous Goods Declaration.

By implication, the private motorist who carries out his own oil changes at home will no longer be able to return the used sump oil in the original container!
