Enforcement Amendment Regulations 2000 which more than
DG Licence Fees double the current fees, was introduced in February 2000 without prior consultation with industry and comes into force this month.

The quantities have been adjusted to include a new section comprising less than 1,000 litres to capture smaller stock-holders who were previously exempt.

The increases are in response to claims by local authorities that the fees have been inadequate for years and were heavily subsidised by ratepayers. Although the increases more than double the existing fees, the new charges still do not fully recover the cost of issuing and maintaining licences. Under HSNO, licences for storing Dangerous Goods will be issued by ERMA New Zealand who are seeking to delegate responsibility for this activity to local authorities.

Many local authorities are contemplating contracting out the site inspection role.
